About Us
Strategic Industry (Strategic Industry, Inc.) was started by a father and son dedicated to utilize their skill set to help others. Charles Miller is an Army veteran who was an Electrician for over 25 years who teamed up with his son Jason Miller who has a business background working as an executive in manufacturing and construction industries. Shortly after joining together, they invited a third business partner, Rick Arteaga to join the ranks and assist with developing the General Construction side of the business. Rick has over 30+ years of General Construction related experience. Realizing the partners had a wealth of knowledge in their respected areas they structured the business to pursue Commercial and Government construction projects.
Ownership
Charles Miller
Charles served in the military in the 1970’s during the Vietnam era. He attributes his work ethic and discipline to the time he served in the Army. After getting out of the military, Charles joined his father and brothers in the family business managing a full service auto shop. After a couple of years, he decided to venture out and start a heating and cooling contracting business. During that time, he learned the ins and outs of being a contractor in the state of California. He gained significant experience by estimating, project management, managing employees and business finances. He sold the business in the mid-1980s and decided to learn the electrical trade.
He started as an apprentice working for a local electrical contractor and after gaining significant experience in the trade he joined the Local 100 IBEW Union as a Journeyman Electrician. In 1995, he started working for the City of Fresno as an Electrician and primarily worked at the waste-water treatment plant. He became very knowledgeable in both commercial and industrial electrical applications and was exposed to a variety of power generating equipment and installations during his 19-year tenure. He retired from the City of Fresno in 2014 with the idea and dream of possibly partnering with his son in business. In 2017 it became a reality, Charles became a majority owner of Strategic Industry partnering with his son Jason. Charles was instrumental in developing the groundwork for the business. His past experience of being a business owner, contractor and deep knowledge of the Electrical trade has been instrumental to the success of the company.
Jason Miller
After earning his undergraduate degree in Business Information Systems at CSU Fresno, Jason began his business career working for a privately held, food manufacturer based in Dinuba, CA. During his tenure in the corporate world Jason gained considerable experience working in various departments in management and also earned his MBA with a focus in Supply Chain from Arizona State University.
In 2007, Jason stepped away from the manufacturing industry to pursue his dream to become an entrepreneur and started a low voltage contracting business called Strategic Network Systems. After a couple of years in the trade, Strategic Network Systems teamed up with a General Contractor that was focused on the federal marketspace. Because of
the synergies between ownership of the two companies, Jason made a decision to shelve Strategic Network Systems to help grow and develop the 8(a) Service Disabled Veteran Owned Small Business. Acting as the COO (Chief Operations Officer), Jason helped build the business and during his 8-year tenure, the business was recognized by Inc. Magazine as one of the fastest growing companies in the country. Jason established a strong working relationship supporting multiple government agencies such as Department of Defense (Navy & Marine Corps), Department of Veterans Affairs, Department of Energy,
Internal Revenue Service, Army Corps of Engineers and the California National Guard.
In 2017, Jason had the opportunity to partner with his dad, Charles Miller. It had been a long time dream to work together and the opportunity finally presented itself. In 2017, Strategic Network Systems was re-established as Strategic Industry and the ownership was re-structured to focus on General Construction with a focus to self-perform Electrical and Low Voltage. With his education and diversified business background, Jason plays a significant role in managing the operations of the business.
Rick Arteaga
With more than 30+ years of experience, Rick has been responsible for managing multi-million-dollar construction projects across Northern California. He started his career working as an Apprentice Carpenter learning the construction trade while in the Carpenters Apprenticeship Program. As he quickly developed his skillset he progressively took on more responsibility from Apprentice, to journeyman Carpenter, from there he took on the project engineer role, which led into estimating and project management. His knowledge for the industry continued to grow as he took on a Construction Management position with Cisco Systems where he was directly responsible for the Construction of Major Research and Development Facilities within the America’s Pacific and Central Regions. When the Construction Market stalled, He was promoted to Managing facility operations for 1000-2000 multiple employee sites, approximately 2.8 million sq. ft. and over $40 million in yearly fiduciary responsibility.
After leaving Cisco Systems in 2005, Rick was involved with a couple startup General Construction companies which focused on custom high-end residential, multi-family housing and commercial projects. He progressively built each company and was successful in managing over $250 million in projects and establishing a key customer base in the Greater Bay Area of Northern California.
In 2017, Rick became a partner to Strategic Industry. His role as Vice President of General Construction has brought significant experience and leadership to the executive team. His current job portfolio represents his dedication to client satisfaction and customer service second to none. Rick is an active member in the building community as part of the Construction Specification Institute (CSI) and North Bay Builders Exchange.

Justice Rising exists to transform war zones through education. We believe that education is the most powerful tool to build peace and to break the cycle of war. We also believe that every child, regardless of circumstance, should have access to a quality education. Justice Rising builds peace in war-affected communities by providing quality education to children at risk. We build schools, train teacher leaders, and develop community programs towards the goal of promoting peace and mitigating future conflict.
Ruiz 4 Kids is a non-profit 501 (C) (3) organization whose Board of Directors is made up entirely of Ruiz Foods Team Member volunteers. Founded in 1991 by Team Members with a passion for helping children, our mission is to provide opportunities, to inspire hope and change in children’s lives. Ruiz 4 Kids awards hundreds of thousands of dollars of scholarships to graduating high school seniors and community college transfer students every year. Many past recipients speak from their hearts when they share their stories about the important role that a Ruiz 4 Kids scholarship played in helping them transform their dream of attending college into a reality.
Arte Américas was founded over 30 years ago to fill a gap locally in representation, accessibility, and resources for Latinx artists and the Latinx community. Its mission is to make the Central Valley a flourishing place for Latino arts which plays an important role in cross-cultural understanding, healing and strengthening our community.
